In conflict zones, where healthcare is limited, most acutely malnourished children lack access to necessary treatment. The combination of armed conflicts, climate change, debt burdens on low-income nations, and reduced humanitarian aid from key donor countries has made the global malnutrition crisis a severe and insufficiently addressed problem. The International Rescue Committee (IRC) estimates that, within the communities they serve, 18 million children in humanitarian crises face acute malnutrition. The real tragedy is that we possess the knowledge and tools to save these children, and can do so more effectively than ever. Studies in several countries demonstrate that simplified treatment protocols, carried out by community health workers using color-coded arm bands for diagnosis, can achieve recovery rates exceeding 90% while cutting costs by 20-30%. This innovation was supported by the U.S. government. While lives are invaluable, these interventions are affordable. Treating moderate acute malnutrition costs $60 to $73 per child. While the cost for severe acute malnutrition, with complications, is higher, it is still incredibly low given the life-saving benefits. From my experience as a teacher, principal, district leader, State Commissioner of Education, and U.S. Secretary of Education, I believe dismantling the Department of Education is a grave error. Deferring to the President, as half of Congress seems to be doing, will negatively impact students for decades. The Department of Education's primary role is as a civil rights agency, ensuring educational access for students with disabilities and those historically underserved. Dismantling the department will disproportionately harm communities that strongly supported this administration, such as rural areas in the Midwest and agricultural communities lacking the resources of larger districts. These districts rely on federal funding for basic educational needs and will suffer the most. This is similar to how strict immigration policies harm farmers who depend on undocumented workers. In wartime, countries aim to destroy their enemies' educational, scientific, and technological institutions. This weakens their ability to educate, innovate, and develop. Dismantling the Department of Education, with the apparent approval of Congress and the courts, is akin to doing our enemies' work for them. The Supreme Court's decision hinders the Department of Education from fulfilling its congressional mandate to distribute funds as approved. Currently, the Department is withholding funds from districts for further review of their intended use. While this may seem like ensuring alignment with the administration's priorities, it will delay the distribution of approved funds and raise concerns. Without adequate staff, who will ensure timely fund distribution? Will higher education face similar delays? Universities that publicly disagree with the current administration's policies are facing consequences. If this is the administration's approach, will districts with voters who did not support the President experience targeted funding cuts? What happened to returning control to the states? It appears the federal government is overly involved in classroom decisions. As former Secretary, I emphasized that curriculum decisions should be made by states and local communities, not federal officials. Congress is shirking its responsibility to hold the Department of Education accountable for funding, implementing, and overseeing approved programs. By allowing the executive branch to cut the department by up to 50%, the Supreme Court essentially approves the department's inability to meet congressional requirements. Consequently, superintendents nationwide are struggling to decide which programs to cut. They must balance their budgets annually and cannot plan effectively without guaranteed funding from the federal government. Summer programs, after-school programs, tutoring, and special education services are being cut due to the administration's decision to dismantle the Department of Education. Without a clear budget, school leaders cannot hire the necessary support staff. This is happening now, and every district will feel the effects in September, with the most vulnerable districts suffering the most due to their greater reliance on federal funding and protections. For example, consider the administration's efforts to drastically reduce the Department's staff, including the Federal Student Aid (FSA) office. The FSA office, already understaffed, manages $1.6 trillion in student loans. FSA systems analysts ensure funds reach students, reduce fraud, waste, and abuse of taxpayer money. Their oversight prevents misuse of funds and ensures students receive the benefits intended by Congress. On Monday, the Supreme Court effectively approved the elimination of their work. Eliminating these roles will harm millions of students who rely on student loans and grants for college. While affluent students may afford higher education without loans, those less fortunate will bear the brunt of these cuts. Furthermore, the departments that provide research and data to promote best practices in schools are also at risk. These experts help disseminate effective strategies to support students nationwide and fund research that addresses educational challenges and keeps the U.S. education system competitive. S.BIOMEDICS Cell Therapy for Parkinson’s Disease Shows Positive Data from Its Phase 1/2a Clinical Trial
Seoul, South Korea – July 21, 2025 – (SeaPRwire) – S.BIOMEDICS announced encouraging one-year post-transplant results from Phase 1/2a clinical trial evaluating A9-DPC cell therapy for Parkinson’s disease. The data demonstrate a favorable safety and efficacy profile of A9-DPC in 12 participants at 12 months compared to baseline. Participants were divided equally into a low-dose group (3.15 million cells) and a high-dose group (6.30 million cells). A9-DPC (TED-A9) consists of high-purity ventral midbrain dopaminergic progenitor cells derived from human embryonic stem cells (hESCs) under rigorous GMP conditions. A total of 12 participants received bilateral putamen transplantation with either a low-dose (3.15 million cells; n = 6) or a high-dose (6.30 million cells; n = 6) of A9-DPC, with the last participant receiving treatment in February 2024. At 12 months, the safety profile was favorable, with no tumorigenesis, overgrowth of transplanted cells, ectopic cell migration, or immune-mediated inflammation observed. Clinical improvements were observed, along with evidence of cell survival and engraftment at the 12-month follow-up. Increased dopamine transporter (DAT) signals in putamen, measured by [18F]FP-CIT PET, correlated with the observed improvements of motor function. The MDS-UPDRS Part III (off) score, a standard scale for assessing motor symptom severity in Parkinson’s disease, showed a mean decrease (improvement) of 12.7 points in the low-dose group and 15.5 points in the high-dose group at 12 months compared to baseline. There were also improvements in MDS-UPDRS Part I, II and IV scores. The MDS-UPDRS Total (off) score showed mean improvements of 29.0 points and 34.7 points in the low- and high-dose groups, respectively. Clinical improvements were further supported by changes in the Hoehn and Yahr stage, an ordinal scale categorizing disease severity based on motor function. On average, low-dose recipients improved (decreased) from stage 3.7 to 2.7, while high-dose recipients demonstrated a greater improvement from stage 3.8 to 2.2. A9-DPC also demonstrated favorable outcomes in other assessments, including the Non-Motor Symptoms Scale (NMSS), the Parkinson’s Disease Questionnaire-39 (PDQ-39) and the Schwab and England Activities of Daily Living Scale (SEADL). NMSS score improved by 31.7 points in the low-dose group and by 35.8 points in the high-dose group. [18F]FP-CIT PET imaging showed an overall increase in putamen DAT signals, with greater increases observed in the high-dose group, providing additional evidence for the underlying mechanism of action. Notably, there was a statistically significant correlation between improvements in MDS-UPDRS Part III (off) scores and increased DAT signal in the posterior dorsal putamen, supporting the hypothesis of synaptic restoration through engrafted cells. In terms of safety, the safety profile remained favorable. No treatment-emergent adverse events (TEAEs) related to the transplanted cells were reported. Tumorigenesis, cell overgrowth, or ectopic cell migration was not observed. Most of TEAEs were mild to moderate. After transplantation, the progenitor cells are expected to mature into dopaminergic neurons, enhancing neural connectivity and restoring motor function in patients. The Phase 1/2a clinical trial enrolled 12 participants diagnosed with Parkinson’s disease for more than 5 years who exhibited motor complications such as wearing off, freezing of gait, or dyskinesia. Participants ranged from 50 to 75 years old. An initial low-dose cohort (3.15 million cells) of three patients was first enrolled to assess initial safety including dose-limiting toxicity (DLT) over three months. After confirming safety, an additional three patients received the high dose (6.30 million cells) for similar evaluation. With continued safety confirmation, three more patients were enrolled in each dose group, totaling 12 participants. The final participant received A9-DPC in February 2024. The primary objective of the Phase 1/2a trial is to evaluate the safety and exploratory efficacy for up to two years post-transplantation, with safety follow-up continuing for an additional three years.
