By the end of June 2023, China has signed more than 230 cooperation documents on jointly building the "Belt and Road" with more than 150 countries and more than 30 international organizations. At present, China has launched "Chinese+Vocational Education" characteristic projects in more than 40 countries and regions, and more than 400 vocational colleges in mainland China and foreign educational institutions have cooperated in running schools. The number of full-time students studying in China has reached 17000. China's vocational education has established stable connections with over 70 countries and organizations. In the process of exchange, vocational colleges in the mainland and universities in Europe, Africa, Thailand and other countries along the Belt and Road have carried out vocational education projects. National Association of Vocational Education of China has always played an important role in promoting the Belt and Road Initiative. Hong Kong's vocational education has a flexible education and training mechanism, an open market school running mode, and an international talent training orientation. It has prominent regional advantages in the international exchange and cooperation of vocational education along the “Belt and Road”.Mr. Feng Dajun, Deputy Director General of National Association of Vocational Education of ChinaDr. Wong Yau Kar stated that from the 1980s to 2019, vocational colleges have trained over 900,000 graduates from various industries in Hong Kong. The Hong Kong SAR government has established a dedicated department to promote the development of vocational education. The Vocational Training Council (VTC) was established in 1982. The government is also vigorously promoting the establishment of the "University of Applied Sciences"(UAS), and the Metropolitan University of Hong Kong has become a UAS. The characteristic of vocational education in Hong Kong is its high degree of internationalization, and the use of English is the key to international integration. It is suggested that the development of vocational education should be based on future needs, the integration of industry and education, school enterprise cooperation, and the construction of a connected education system from middle school to university and even master's degree.Professor Zhao Pengfei stated that apprenticeship is the best way to achieve industry education integration and school enterprise cooperation. The Chinese government policy requires all regions to actively carry out modern apprenticeship pilot programs through school enterprise joint enrollment and training. The Ministry of Education and the Ministry of Human Resources and Social Security both support the apprenticeship system. There are more than 1000 pilot projects for modern apprenticeship system in China, with 2480 cooperative enterprises, benefiting more than 100000 students (apprentices). The pilot project for new apprenticeship system in enterprises has trained more than 20000 employees, with a clear requirement to train 1 million new apprentices from 2019 to 2021. The important achievements of modern apprenticeship system pilot are government policies, industry standards, and school enterprise models. Modern apprenticeship system is a "dual education", "dual identity", "work study alternation", and "job training". It refers to “school+enterprise”, “student+apprenticeship”, “learning+work”, and “education+training” respectively. The development of apprenticeship system vertically connects the primary, middle, and high-level apprenticeship systems, and horizontally connects them to the integration of general education and vocational education.Dr. Liu Yi Man said that Hong Kong acted as a super connector to promote the high-quality development of the "Belt and Road" vocational education. Promote China's vocational education to go overseas and help build an education powerhouse, with Hong Kong as the first stop, serving as a super connector for "going out " and "bringing in". Especially in the field of internationalization and artificial intelligence, it is very important. In the future, our country's vocational education will have great potential in international talent joint training, collaborative development of curriculum standards, and the clustering effect of overseas education. The continuous evolution of artificial intelligence technology has brought tremendous changes to the production models of various industries.Mr. David Leung Yiu Fai said that MTR Academy was established in 2016 to cooperate with the national the Belt and Road Initiative. It is a wholly-owned subsidiary of MTR Corporation and one of the earliest corporate colleges in Hong Kong. Our vision is to become a recognized center for railway management and technical education and research in the railway industry in Hong Kong, mainland China, and overseas. Through the MTR Academy, there are also master's programs in rail transit, joint courses with overseas universities, and community participation. Currently developing consulting services for the Middle East market.Professor Li Wai Chi said that the last era was the Internet+ era. The next era is the era of Al, make good use of Al, comprehensively popularize artificial intelligence knowledge, and improve students' artificial intelligence literacy. Relying on the platform of vocational colleges, we can use Unicom x financing to implement the policies and measures of different government departments on strengthening science and technology, education and talent. Colleges and enterprises in the two places can rely on the country and enterprises to jointly build the Belt and Road development and provide formal vocational skills training according to their human needs at different stages of development. Colleges and relevant administrative departments in both regions will jointly develop and construct an international vocational education and qualification system with Chinese characteristics.President Chris Cheung Kin Chung of CLP Power Academy stated that the title is "Power to Move Upward". The institute is not only studying for colleagues at the CLP Power, but can also be read to public, all students are part-time students. There are currently multiple courses, QF architecture, jointly offered with universities. Due to the fact that CLP Power is the most professional in the enterprise/industry, but not the most specialized in teaching, it is best to cooperate with universities to provide scenes for students to understand operations. Collaboration with VTC, some transitional courses, these courses form an ecosystem. Entering the mechanical and electrical industry, seeking opportunities to move upstream is to obtain a diploma (educational background). In addition to the diploma, there is also an exemption from the electrician license (industry qualification), which creates an ecological environment. Partners include the Electrical and Mechanical Services Department, the Hong Kong Council for Accreditation of Academic and Vocational Qualifications, and the Hong Kong Institution of Engineers.Dr. Liu Yung Chau expressed his gratitude during his closing remarks at the symposium. 2024 is the most important year in the development of the COEAHK. Summit Group Responds to White Paper Citing Governance Issues in Bangladesh’s Power and Energy Sector
Dhaka, Bangladesh, Dec 23, 2024 - (ACN Newswire via SeaPRwire.com) - Summit Group, Bangladesh’s largest private sector power generation company, has issued clarifications in response to a recent draft of a government White Paper, and said it welcomes transparency and remains committed to the highest levels of corporate governance and corporate social responsibility (“CSR”) in the country.Bangladesh media have reported widely on a draft of the ‘White Paper on the State of the Bangladesh Economy’ released in recent weeks by the interim government led by the Honourable Chief Adviser Dr. Muhammad Yunus. The document said Bangladesh’s power and energy sector faced challenges such as excess capacity, dependence on imports of gas and under-development of domestic natural gas resources.Summit Power International Limited (“SPIL”), the Singapore-registered parent of Summit Corporation Limited (“SCL”) – the leading foreign direct investor in Bangladesh’s power sector – has responded to statements in White Paper which referred to SCL’s assets or subsidiaries.1) The draft White Paper referred to Summit Group as being one of the “selected large conglomerates” which enjoyed “exemptions on project income” and “exemption on income arising from power generation”.SPIL said these exemptions cited were part of a broader policy initiative that applied to the entire power and energy sector in the country. “The policy, i.e. Private Sector Power Generation Policy framed in 1996, designed to attract investment and meet Bangladesh’s critical energy needs, encompassed approximately 104 projects. These exemptions were not exclusive to Summit Group but were reflective of a sector-wide strategy to enhance Bangladesh’s energy capacity to ensure sustainable development,” SPIL said.2) The “Other Common Malpractice” section in the White Paper alleged that contract conditions were changed after it was awarded, and singled out the Summit Meghnaghat 335 dual fuel power plant for switching from heavy fuel oil (“HFO”) to high-speed diesel (“HSD”) without changing capacity payment or heat rate as an example. The Bangladesh Petroleum Corporation, the supplier of energy oil, was unable to provide the specified oil under the original agreement and instead reached an understanding with the Bangladesh Power Development Board to supply alternative oil, SPIL said.“In order to maintain operations and fulfil its commitments, Summit Meghnaghat was obliged to accept this change but remains prepared to accept oil in accordance with the original tender conditions,” SPIL said.Through SCL, the Summit Group operates 18 power plants with a combined generation capacity of 2,255MW or approximately 17% of the total installed private power generation capacity in the country of 173 million people.3) The White Paper listed Summit Power Limited among 83 companies listed on the Dhaka Stock Exchange that had been “unfairly excluded” from certain regulatory activities, and said market rigging was endemic in the domestic equity market.“Summit Power Limited has always conducted its affairs with the highest levels of corporate governance. Its Board of Directors comprises eminent and well-respected corporate figures. At no time has the company ever engaged in market rigging,” SPIL said.4) Regarding Bangladesh’s second Floating Storage and Regasification Unit (“FSRU”), which Summit Group operates, the White Paper alleged public funds were misused because Summit supplied LNG at a premium while natural gas reserves were available with the Bangladesh Oil, Gas and Mineral Corporation (“Petrobangla”).SPIL said that Summit’s FSRU was not responsible for the supply of gas and, accordingly, has not imported or supplied any gas to date. The long-term supply contract signed between Summit Oil and Shipping Company Limited and Petrobangla was at the lowest price of all contracts awarded at the time, including for OQ Trading and Excelerate Energy (“Excelerate”). In any event, Summit has not yet imported any gas under the long-term supply contract.Further, Summit’s FSRU did not receive any special exemptions, and its daily tariff/charter rate is lower than that of the Moheshkhali Floating LNG owned by Excelerate, the only other FSRU in Bangladesh. The incentives referenced were part of an industry-wide framework that applies to both Excelerate and Summit’s FSRU projects.“As a responsible corporation with a track record of providing energy and power to Bangladesh, Summit Group has always respected and adhered to the laws of both Bangladesh, where SCL operates, as well as Singapore, where SPIL is domiciled,” SPIL said. “We are dedicated to contributing meaningfully to Bangladesh’s growth and prosperity. Our operations in Bangladesh have consistently adhered to all regulations, and we take pride in upholding the highest standards of integrity and governance,” SPIL said.“Being a dependable partner in nation building, we remain open to dialogue with all stakeholders,” it added. “We invite committee members preparing the White Paper to engage and seek clarification where needed. As a substantial foreign direct investor, the Summit Group has always conducted its affairs in a transparent manner while striving to support the long-term development of Bangladesh,” it added.About Summit Power International Limited (“SPIL”)SPIL is the largest Independent Power Producer (IPP) in Bangladesh, reflecting 17% of the country's total private installed capacity and 7% of the country’s total installed capacity. Summit owns and operates a total of 18 power plants with a combined generation capacity of 2,255MW. It also operates Bangladesh’s second Floating Storage and Regasification Unit (FSRU) and LNG import terminal with daily regasification capacity of 500 million cubic feet.SPIL is a privately-held Singapore-registered company that is 78%-owned by the family of Mr Muhammed Aziz Khan. In 2016 SPIL acquired Bangladesh-registered Summit Corporation Ltd (SCL) in a transaction that was financed primarily by International Finance Corporation, the World Bank’s private sector arm. SCL holds various infrastructure assets in Bangladesh. In 2019, JERA Co., Inc., Japan’s largest power generation company, acquired a 22%-stake in SPIL and remains its second largest shareholder to date.Learn more at: www.summitpowerinternational.com Media ContactWeR1 Consultants Pte LtdWhatsApp (Text): (+65) 9748 0688Email: summit@wer1.net Copyright 2024 ACN Newswire via SeaPRwire.com.

Philippine Typhoons Dim Christmas Festivities “`
The Philippines, a predominantly Catholic nation of nearly 120 million, is renowned for its vibrant Christmas celebrations beginning in September. However, this year, the holiday season has taken a somber turn for many Filipino families. Estrella Pagarigan, who had decorated her home with recycled parols, lost her home—which had survived previous disasters—in early November when Typhoon Yinxing (Marce) devastated Cagayan province. Their home was among over a thousand destroyed in the region. Pagarigan described the Category 4-equivalent storm as “exceptional,” stating that Christmas will be far less joyful this year. Such powerful typhoons are becoming increasingly common in the Philippines, which experiences an average of 20 tropical cyclones annually. The country lies within the Pacific Typhoon Belt, with a typical typhoon season from July to October, encompassing 70% of annual storms. However, strong typhoons are increasingly impacting the holiday season, as seen in 2021 with the Category 5-equivalent typhoon that caused nearly $1 billion in damage. 2024 has been particularly harsh, with six tropical cyclones—including Marce—hitting the country between October and November, causing over $350 million in damage. In response, the Office of the President urged government workers to forgo lavish celebrations and donate to victims. The Department of Education issued a similar plea. Climate experts warn of a rise in what some term “Christmas typhoons.” A study by Joseph Basconcillo and Il-Ju Moon revealed a 210% increase in typhoon frequency during the typically less active December-to-February period between 2012 and 2020; this figure would rise to 240% if extended to 2022. Basconcillo notes the false sense of security during this traditionally quieter period. The increased frequency of Christmas typhoons isn't definitively attributed to climate change. Basconcillo and Moon's research links it to the Pacific Decadal Oscillation, described as a long-lived El Niño-like pattern of Pacific climate variability. Atmospheric physicist Gerry Bagtasa, while acknowledging an upward trend in Christmas typhoons over the past 15-20 years, believes this may not continue indefinitely. Basconcillo stresses the need for improved typhoon preparedness in the Philippines. For Paolo Mari, who lives in a flood-prone area, the increased typhoon risk has significantly reduced holiday enthusiasm. Decorations are now impractical due to frequent flooding. However, resilience is also evident. In Albay province, disaster risk reduction officer Ian James Secillano reports that many are continuing holiday celebrations, albeit with a shift in focus towards relief efforts. The spirit remains, but resource allocation has changed.
Amazon Delivery Driver Launches Strike Amidst Low Pay and Poor Working Conditions
My husband and I are full-time employees of one of the world's wealthiest companies. Why, then, can we not afford to have children? For four years, my husband, Andrew, and I have delivered packages for Amazon in Southern California. I find my work fulfilling; I deliver over 160 packages daily, contributing to my community. However, Amazon has consistently mistreated and undervalued me. One would expect a corporation valued at over a trillion dollars to treat its employees better. At Amazon's DAX5 facility in City of Industry, we earn $22 per hour, with no paid lunch breaks. Working 10-hour days, four days a week, I still cannot afford California's cost of living. The vans are unclean and poorly maintained. Furthermore, we face constant scrutiny for minor infractions, even during breaks. Worst of all, Amazon obstructs our right to organize. They accomplish this by using Delivery Service Partners (DSPs), ostensibly independent companies, to employ drivers exclusively for Amazon. This allows them to deny employee status and avoid union negotiations. The situation is further complicated by stringent DSP hiring requirements. Amazon, however, dictates our schedules and retains the power to discipline and terminate us. Despite wearing Amazon uniforms and delivering Amazon products, they claim I am not a true Amazon employee. At DAX5, this has left us feeling helpless. The uncertainty and poor working conditions have forced us to postpone starting a family due to financial constraints. Why Amazon workers are unionizing Feeling powerless, I learned about other Amazon workers organizing with the Teamsters Union and was inspired to act. Researching Teamster contracts nationwide, including those at companies like UPS, revealed a stark contrast. UPS, worth approximately 20 times less than Amazon, pays its drivers considerably more. Many UPS facilities provide on-site car washes and mechanics, and employees enjoy greater job security. Conversely, at Amazon, we risk termination for minor offenses. This led me to seek a better future for Andrew, myself, and our future family. After discussing the Teamsters' successes with my colleagues at DAX5, we discovered widespread support. In November, following extensive discussions, a majority of drivers voted to join the Teamsters Union. Amazon has refused to acknowledge our union and negotiate a contract, a move we consider unfair and illegal. Thousands of Amazon Teamsters nationwide are now striking, demanding a fair labor agreement. Workers in New York, Georgia, Illinois, and California, among other locations, are picketing at hundreds of Amazon facilities. We seek only fair wages and working conditions. Amazon's actions, however, have left us with no alternative. Failure to act risks setting a precedent for other companies to similarly mistreat their workforce. We must fight for our rights. At Amazon, we are committed to achieving the respect we deserve.

CEO Perspectives on the Trump Administration
Previous Yale CEO Summits haven't matched the challenging context and positive outcomes of this week's 150th summit. The day after, 200 leading American CEOs, defying threats and intimidation, met at New York's Ziegfield Ballroom—32 steps from where UnitedHealth CEO Brian Thompson was murdered—in a powerful show of support for leadership and American values. Despite warnings from their boards and security teams against attending public events, they came. Neither far-left protestors outside the venue, nor online "wanted" posters deterred them. This summit, held near the site of Thompson's murder, occurred against the backdrop of President-elect Trump's return to office. While most CEOs of major companies didn't support Trump's candidacy (only one Fortune 100 CEO donated to him), they recognize the election's conclusion and the need for unity to support President Trump's success for the benefit of the American public and their stakeholders. Despite criticism from the far left, CEOs from various ideological positions see it as their patriotic duty to engage constructively with Trump and influence policy, even with reservations about some of his proposals. Following discussions, including with some who recently met Trump at Mar-a-Lago, 69% of surveyed CEOs believe Trump's nomination of RFK Jr. to lead Health & Human Services threatens public health and the pharmaceutical industry. They want to help inform the president-elect about the pharmaceutical industry's positive impact on public health and lifespan. Meanwhile, 56% believe Trump's proposed tax cut from 21% to 15% will boost reshoring and domestic manufacturing, and 53% support his use of tariffs as a bargaining tool. However, while 53% support Trump's tariff threats, few are enthusiastic about their potential impact on their own companies. 55% expressed worry, 12% excitement, and 34% indifference. Yet, 64% aren't adjusting supply chains, suggesting they doubt Trump will fully implement all his threatened tariffs. The level of agreement and constructive engagement surprised us. Virtually all participants agreed on the American economy's strength—77% believing America's best days are ahead. They also affirmed the responsibility of CEOs visiting Mar-a-Lago in acting in the best interests of shareholders and the nation. CEOs largely adopted a similar approach in 2016, assisting the incoming president despite many not supporting his campaign. Many hoped Trump would avoid the divisive tactics that alienated business leaders previously. The leadership displayed at the Yale CEO Summit and the spirit of collaboration demonstrate why American business leaders remain influential figures, despite criticism from extremists. At a time of increasing attacks on business leaders, CEOs and American capitalism offer a model of centrist, reasonable leadership that deserves recognition and appreciation.

FDA Approves First Drug to Treat Obstructive Sleep Apnea “`
The weight-loss medication Zepbound (tirzepatide) has received U.S. Food and Drug Administration (FDA) approval for treating obstructive sleep apnea, effective December 20th. In April, Lilly, the drug's manufacturer, submitted data to the FDA showing that Zepbound helped overweight or obese individuals with sleep apnea reduce a standard measure of restricted breathing by 63%, resulting in an average reduction of 30 interrupted sleep events per night compared to a placebo. The year-long study included two analyses: one comparing Zepbound to a placebo, and another comparing Zepbound combined with positive airway pressure (PAP) therapy to a placebo plus PAP. “This is the first pharmacological treatment capable of addressing obstructive sleep apnea in this manner,” states Dan Skovronsky, Eli Lilly's chief scientific officer. This new indication applies to overweight or obese individuals with obstructive sleep apnea, a condition where throat muscles relax, blocking airways. (Central sleep apnea, a different type, involves the brain failing to properly signal the respiratory system.) Excess fat can contribute to airway blockage; thus, Zepbound's weight-loss effect reduces breathing obstructions. “Our hypothesis, now confirmed, is that tirzepatide treatment reduces fat, keeping airways open,” explains Skovronsky. The study showed that individuals using both Zepbound and PAP reported fewer breathing interruptions than those using Zepbound alone—however, Skovronsky notes that the analyses involved different groups, with the PAP users likely having more severe sleep apnea. Many obese individuals with sleep apnea already using Zepbound likely experience fewer breathing interruptions, but this FDA approval should improve treatment for both conditions, says Skovronsky. Other Lilly studies demonstrate the drug's effectiveness in reducing heart failure and kidney disease progression. “Obstructive sleep apnea remains underdiagnosed,” says Skovronsky. “Yet it, along with obesity, poses cardiovascular risks, making this combined treatment highly beneficial.”
Government Shutdown: Potential Impacts on Americans
The impending government shutdown casts a shadow over this Christmas season. Without a last-minute agreement in Congress, a government shutdown will commence at midnight on Saturday. This leaves Americans concerned about its potential impact on their lives and holiday plans. A government shutdown occurs when Congress fails to approve funding for federal agencies. During a shutdown, only essential services operate, including the military, public safety and law enforcement, TSA, air traffic control, and Social Security and Medicare payments. Millions of federal employees will continue working without pay, while hundreds of thousands face furloughs. These financial hardships and uncertainties will affect workers during what should be a joyful holiday period. Here's how a shutdown could affect Americans. Holiday travel disruptions? Air travel will continue; TSA screeners and air traffic controllers will work without pay. However, during the 2018 shutdown, air traffic controller absences slowed travel in some airports. This time, longer airport wait times are possible due to an extended shutdown. TSA Administrator David Pekoske stated that approximately 59,000 of the agency's 62,000 employees will be on duty but unpaid. He anticipates screening 40 million holiday travelers and warns that a prolonged shutdown could cause increased wait times. Passport services may be unavailable in some areas, potentially hindering international travel plans. Unpaid troops Active-duty military personnel will remain on duty but will not receive their paychecks. This also applies to reservists. Pentagon press secretary Maj. Gen. Pat Ryder confirmed this, stating that the Department of Defense will continue its core mission, despite the lack of pay. Without funding, troops will miss their holiday paychecks. This includes reservists and federal civilians required to work during the shutdown. Past shutdowns have resulted in retroactive pay after resolution. National park closures Most national parks will close, potentially disrupting holiday travel plans. The National Park Service's contingency plans involve closing most parks and monuments. Previous shutdowns have shown limited park access and reduced services, leading to significant financial losses; in 2013, the estimated loss was $500 million. Utah may use state funds to keep its national parks open. Governor Spencer Cox stated that the state has contingency plans to prevent closures. Safety-net programs SNAP (food stamps) and WIC will continue distributing aid, though federal office support will be reduced. Prolonged shutdowns could deplete available funds. Disruptions to Head Start childcare programs are possible. Social Security and Medicare benefits will continue, but federal office services will be limited. Veterans Affairs benefits will also continue, but with reduced service.
