Thailand Legalizes Same-Sex Marriage, Effective January 2025
Thailand has become the first country in Southeast Asia to legalize same-sex marriage after King Maha Vajiralongkorn approved a law passed by the parliament. The royal approval for the same-sex law was announced in a gazette notification late on Tuesday, with a clause that the legislation takes effect 120 days from the date of publication. The new law will allow same-sex couples to legally register marriages starting January 22. Under the new law, Thailand will recognize marriage registrations of same-sex partners aged 18 and above, along with their rights to inheritance, tax allowances and child adoption, among others. This is seen as a victory for LGBTQ activists, who have campaigned for over a decade for the same marriage rights as heterosexual couples. Although Thai laws have protected LGBTQ people from most kinds of discrimination since 2015, attempts to formalize marriage rights had stalled. The previous Prime Minister's administration advocated for the law, arguing it would also enhance Thailand's reputation as an LGBTQ-friendly tourist destination. Thailand becomes the third country in Asia to recognize same-sex marriage, after Taiwan and Nepal, and joins a group of approximately 40 nations around the world that guarantee equal marital rights. New York Reports First EEE Death Since 2015, Emphasizing Need for Protection
Concerns about the dangers of eastern equine encephalitis (EEE) are rising after the first New York resident to contract the virus since 2015 died last weekend, New York Gov. Kathy Hochul announced on Monday. “Eastern equine encephalitis is different this year. While we normally see these mosquitoes in two to three counties each year, this year they have been in 15 counties so far, and scattered all over New York State,” said State Health Commissioner James McDonald in a statement on Monday. “This life-threatening mosquito-borne disease has no commercially available human vaccine and must be taken seriously. Mosquitoes, once a nuisance, are now a threat.” The virus, which is contracted through the bite of an infected mosquito, has been on the rise across the Northeast, prompting Massachusetts coastal towns to implement mosquito control measures to better protect residents amid concerns about the deadliness of the disease. Approximately 30% of people who have a serious case of EEE die, according to the CDC, though that number can be even higher in some years. “The peak time for when these cases are going to be seen is right now, July through September,” says Erin Staples, CDC medical epidemiologist. In 2024, only 10 people were reported to have contracted EEE, though the data was last updated on Sept. 17 and does not yet include the New York case. What is EEE? Eastern equine encephalitis virus is a rare disease that is transmitted by various species of mosquitoes. Experts say that while cases are few and far between, and most people who contract the diseases are asymptomatic, the most severe cases can prove fatal. “In individuals who do survive eastern equine encephalitis, we often do see folks go on to have virologic deficits longer term. So [it’s] definitely one of our more severe arboviral infections,” says Jennifer White, director of the Vector-Borne Disease Program at the New York State Department of Health. The virus causes inflammation in the brain that can then cause an onset of other symptoms, including fever, headaches, vomiting, weakness, etc., according to Staples. In more serious cases, people can also experience seizures and go into a coma. Because EEE is a virus, there is no treatment for those infected. And unlike other mosquito-borne viruses, eastern equine encephalitis virus can affect people of all age groups. Experts emphasize that it’s even more important to be cautious because the virus has no treatment. “With viral diseases that are transmitted to people, either through the bite of a mosquito or tick, there is not a specific medication, or antiviral,” says Staples. “The doctor may prescribe for more subtle symptoms…[but] with severe illness like eastern equine encephalitis, people will need to be hospitalized, and the healthcare system and doctors will help provide supportive care to try to get them through the acute illness.” Why is EEE more common in the Northeast? EEE is found in mosquitos that live in fresh, hard water swamps along the Northeast, but it’s also seen across the Midwest, coastal regions on the East, and the Gulf Coast. New Jersey, Massachusetts, Rhode Island, New Hampshire, New York, Vermont, and Wisconsin have all reported cases of EEE this year. Staples says it’s hard to predict when arboviral diseases are on the upswing because the spread of the disease can depend on multiple factors, including the diseases’ spread to other animals like birds and horses. The highest number of cases ever recorded in one year was 38 in 2019, according to an article published in the National Library of Medicine Journal. “If there’s less water, more water, hurricanes, or other things, that can obviously affect the ecosystem which birds live in. The CDC worked with New Jersey several years ago to look at why things had changed in terms of their EEE, and some of it was human use patterns and changing ecology which influenced where the virus would be located,” says Staples. How to protect yourself from EEE The CDC is encouraging people to listen to their local and state officials in order to best protect themselves from EEE. In New York, Hochul called on state agencies to increase access to bug repellent across state parks and facilities, as well as increase public outreach about the disease. Local health departments in the state are also expected to decrease park hours during what they consider peak hours of mosquito activity. White says that officials are especially concerned about EEE this year because there have been reports of the virus in mosquitoes, emus, and horses across 15 counties. “What sort of made this year unprecedented is the geographic range we’re seeing EEE in this year,” says White. “That has everyone’s concern level raised a bit, and we’re also seeing high levels of West Nile virus—we’re seeing more human cases than we have before.” The best way to protect yourself is by protecting your skin to avoid getting bitten. “That would mean things like wearing long sleeves, long pants at dawn and at dusk, when mosquitoes tend to be most active,” White says, while also mentioning the importance of wearing bug repellent. Staples adds that people should make sure they use EPA-recommended brands and check that their window screens are intact. Since water attracts mosquitoes, avoiding still water in your backyard is also pivotal. “You just basically want to make your property, and any place with standing water, are inhospitable to mosquitoes,” says Staples. “If you have a bird bath, overturn that before mosquito larva gets a chance to develop into adults.” “We’re not telling individuals not to be outside, but if you’re going to be outside to take steps to prevent you from getting a mosquito borne illness, protect yourself from mosquito bites whenever possible,” she adds.

Israel-Hezbollah War: A Situation Where There Are No Winners
“There are decades when nothing happens, and there are weeks when decades happen,” Vladimir Lenin is famously quoted as saying. Over the past week, Israel has launched thousands of strikes and carried out targeted assassinations by Hezbollah members in a military campaign that killed at least 100 civilians and wounded 3,000. Then came hundreds of air strikes throughout Lebanon since Monday that killed at least 250 people, including 94 women and 50 children, in the deadliest day for the country in decades. The ostensible target of these attacks is the militant group Hezbollah. The sheer scale and scope have knocked the Iranian-backed group off-balance by decapitating a significant portion of its military leadership, including its chief of staff, its head of special operations, and key members of its elite fighting units, the Radwan Forces. The concurrent blows Israel has delivered to its Iranian-backed arch nemesis are extraordinary, even when measured against the backdrop of a tumultuous Middle East. But will Israeli Prime Minister Benjamin Netanyahu achieve his stated aim of returning tens of thousands of displaced Israelis to their homes in the north? Without a ceasefire in Gaza; unlikely. It’s hard to imagine Hezbollah ending its near-daily cross-border fire into Israel, given Iran’s “resistance” strategy, which it proclaimed after the 1979 Islamic Revolution. Hezbollah is the brightest flame among Iran’s “resistance axis” encircling Israel that includes allied militant groups in Syria, Iraq, Yemen, and of course, Gaza itself. Netanyahu, a veteran soldier turned shrewd politician, probably understands that the price he is demanding is too high for Hezbollah or its Iranian backers to pay. This raises the question of whether Netanyahu’s main war objective in Lebanon is the return of displaced Israelis to their homes in the north, or if that is merely a cover for carrying out a campaign that significantly degrades Iran’s crown jewel. It is a question similar to the one many Israelis ask when they wonder if Netanyahu’s main objective in Gaza is the humanitarian relief of the besieged territory, or the complete destruction of Hamas. And, of course, the prolonged military campaigns allow Netanyahu to postpone his day of reckoning, when he is expected to be held accountable for the significant loss of life on Oct. 7. But ending Hezbollah’s rocket fire and completely destroying Hamas are unrealistic war goals. Whenever Israel exhausts its military options in Lebanon—after every known Hezbollah target has been pounded repeatedly, at an immense human cost, without achieving an end to Hezbollah rocket fire—it will have to return to the diplomatic track. Netanyahu, through the formidable Israeli military at his disposal, will face the reality that he can influence the terms of the political settlement in Lebanon and in Gaza, but he cannot rewrite the entire geopolitical equation by forcing a firewall between the two. The Biden-Harris Administration has long understood that a political settlement is key to unlocking a deal in Lebanon. U.S. point person on the matter, Amos Hochstein, spent months negotiating the details of a new security arrangement for South Lebanon that is acceptable to both the Israeli military establishment and Hezbollah. It includes the withdrawal of Hezbollah forces away from the Israel border in return for Israeli redeployment from some contested border points. It also entails a monitoring and enforcement mechanism, a key Israeli demand, set up by the U.S. and France. As such, Israel’s war in Lebanon is less about the terms of a settlement than undercutting Iran and bringing Hamas to heel in Gaza. Understanding he is unlikely to split the two, Netanyahu’s fallback is to bring such tremendous military pressure on Hezbollah that it, along with its Iranian patron, would press Hamas to accept a ceasefire favorable to Israel. This would allow Hezbollah to then follow suit without being seen to abandon the Palestinian cause. China Medical System: New Drug Application for Vitiligo Indication of Ruxolitinib Phosphate Cream Accepted in China

This is another substantial milestone for ruxolitinib cream in China, following the approval for Urgent Clinical Import by Hainan Medical Products Administration and approval for marketing in Macau for vitiligo, and it is also a key step in benefiting over ten million of patients with vitiligo in China.Ruxolitinib cream achieved positive results in Chinese Real-World Study. The primary efficacy endpoint was the proportion of patients in the treatment group who achieved F-VASI 75 response at week 24, which was 49.5%, significantly higher than the target value of 14.1% (p<0.0001). The study met its primary endpoint, demonstrating that ruxolitinib cream is effective in treating patients with nonsegmental vitiligo, reducing the area of the lesions, and repigmenting the skin. All secondary efficacy endpoints showed a trend of benefit consistent with the primary efficacy endpoint, and the treatment effect for vitiligo continued to improve with longer treatment duration. Adverse events mostly had severity levels of grade 1 or 2. HKTDC Export Confidence Index 3Q24: Positive exporter confidence amid solid sales
HONG KONG, Sept 24, 2024 - (ACN Newswire via SeaPRwire.com) – Hong Kong traders remain optimistic about their prospects with a sustained period of moderate growth believed to be underway. This was the key finding of the Hong Kong Trade Development Council (HKTDC) Export Confidence Index for the third quarter of 2024 as released today.The Index – a quarterly review of the views and expectations of Hong Kong-based traders across a broad cross-section of industry sectors – showed that, despite a slight decline compared to the second quarter, underlying sentiment remains broadly positive. In another welcome outcome, the majority of the sub-indices remained in expansionary territory, a clear indication of widespread anticipation of continued growth.Putting the overall findings into context, Irina Fan, Director of HKTDC Research, said: “Hong Kong exporters remain resilient, despite the uncertainty stemming from lingering trade tensions. Indeed, the majority of respondents reported no – or only minimal – impact from the recent round of trade restrictions and higher tariffs.”Strong sales and new ordersLooking at the findings in greater detail, the overall Current Performance Index rose by 1 point to 52.6, a development seen as reflecting strong sales and new orders, rising unit prices and expanding procurement activities. This was underlined by concurrent rises in the relevant Sub-Indices – the Trade Value Sub-Index (56.2, +2.5) and Procurement Sub-Index (57.3, +3.3). Although the Sales & New Orders Sub-Index recorded a moderate 1.8-point drop, it stayed resolutely in expansionary territory at 55.7.The Expectation Index also remained in expansionary territory at 51.4 even after a 2.9-point dip. This decrease was driven mainly by the 8.5-point decline in the Trade Value Expectation Sub-Index (down to 51.7), with traders expecting unit prices to increase only moderately.The same traders, however, remained optimistic about the outlook for sales and new orders (with a Sales & New Orders Expectation Sub-Index reading of 54.6); and look set to continue to expand their procurement activities (Procurement Expectation Sub-Index: 55.4).Overall, the findings suggest that the immediate future will be characterised by moderate, sustained export growth.Cost pressures lessen, but remain major concernIt was also apparent that costs remained the major drag on exporter confidence in the third quarter. While both the Current and Expectation Cost Sub-Index showed some improvement, scores remained at about the 35 level, an indication that exporters are still facing strong cost pressures.In terms of Current Performance, exporters have seen increased Sales and New Orders across all their key markets. With regard to outlook (Expectation), exporters were most upbeat about the ASEAN bloc (59.7) and mainland China (58.4).By industry, the third quarter saw an improvement in Current Performance across all sectors. OKLAHOMA CITY — Death row inmates in five states are scheduled to be executed over the course of one week, a high number of executions that contradicts the decreasing use and support for capital punishment in the U.S. If carried out as planned, the executions in Alabama, Missouri, Oklahoma, South Carolina and Texas will mark the first time in over 20 years—since July 2003—that five have been held in seven days, according to the nonprofit Death Penalty Information Center, which holds no stance on capital punishment but has criticized the way states carry out executions. The first execution was carried out on Friday in South Carolina, and if the other four scheduled this week proceed, the United States will have reached 1,600 executions since the death penalty was reinstated by the U.S. Supreme Court in 1976, said Robin Maher, the center’s executive director. “Two on a single day is unusual, and four on two days in the same week is also very unusual,” Maher said. Also on Tuesday in Missouri, Marcellus Williams is set to receive a lethal injection for the 1998 stabbing death of a woman in the St. Louis suburb of University City. Williams’ attorneys argued on Monday that the state Supreme Court should halt his execution over alleged procedural errors in jury selection and the prosecution’s alleged mishandling of the murder weapon. But the state’s high court rejected those arguments, and Gov. Mike Parson denied Williams’ clemency request, paving the way for his execution to proceed. In Oklahoma, Emmanuel Littlejohn is set to receive a lethal injection on Thursday after being sentenced to die for his role in the 1992 shooting death of a convenience store owner during a robbery. Littlejohn has admitted to his role in the robbery, but claims he did not fire the fatal shot. The state’s Pardon and Parole Board voted 3-2 last month to recommend Gov. Kevin Stitt spare Littlejohn’s life, but the governor has yet to make a clemency decision.

Singapore’s former transport minister pleaded guilty to bribery and obstruction of justice after the city-state’s prosecution altered the charges against him, an unexpected turn in the most significant political scandal in nearly four decades. S. Iswaran, 62, was found guilty on Tuesday after the revised charges were read to him. This outcome was unexpected as the former politician had pledged to defend himself against a series of charges including corruption. The court will sentence Iswaran on Oct. 3 and he is currently free on bail. Prosecutors requested a seven-month jail term while his defense lawyers sought a maximum sentence of eight weeks. The case has emerged during a politically sensitive period as Prime Minister Lawrence Wong prepares to lead the ruling People’s Action Party in a general election after assuming leadership from Lee Hsien Loong in May. The case against Iswaran, who has left the PAP, poses a challenge for a party whose reputation for clean governance has been instrumental in its electoral victories since Singapore’s independence in 1965. “My lawyers have presented the situation clearly,” Iswaran told reporters outside the courthouse. “Let’s see how it unfolds.” The last instance of a former minister being sentenced to jail in Singapore was in 1975. Then-Minister of State for Environment Wee Toon Boon was sentenced to 18 months in jail for accepting a two-story house and land. “The Singapore government is widely recognized for its longstanding commitment to integrity and honest governance,” Deputy Attorney General Tai Wei Shyong said during the hearing. “The accused’s actions have had a significant impact on this hard-earned reputation.” Iswaran was initially charged with 35 counts, including corruption. Another round of charges in March accused Iswaran of obtaining nearly S$19,000 worth of luxury items, including whisky bottles, a Brompton bicycle, and golf clubs, from a managing director of a local firm in connection with a construction contract for a train station. The executive has not been charged. While the next general election is required to be held by November 2025, it could take place earlier.
