MALACAÑANG thanked the Filipino people Tuesday, November 2, for their continued support to President Rodrigo Duterte, whose net satisfaction rating remained “very good” despite a drop of 10 points, according to the latest survey by Social Weather Stations (SWS).

Presidential Spokesperson Harry Roque said in a press briefing Tuesday that it is normal for a president’s satisfaction rating to drop in his last year in office, but despite the 10-point decline, Duterte remains the only president with the highest rating.

“Normal lang po na bumaba ang rating ng isang nakaupong pangulo sa huling taon nya sa pwesto, ngunit ibang klase po talaga itong si Presidente Duterte. Bagaman may pagbaba, ito pa rin ay mataas kung ikumpara sa mga nagdaang mga pangulo,” Roque said.

(It is normal for a president’s rating to go down in his last year in office, but President Duterte still has the highest rating compared to those of past presidents.)

Results of the third quarter survey of SWS, conducted from September 12 to 16, 2021, showed that Duterte got a +52 percent net satisfaction rating, the highest since 1986.

Former Presidents Benigno Aquino III got +41 rating, Gloria Macapagal-Arroyo with -38, Fidel V. Ramos with +35, and Corazon Aquino with +10.

The survey found that 67 percent of adult Filipinos were satisfied with Duterte’s performance as president, 11 percent undecided, and 15 percent were dissatisfied.

Compared to June 2021, the gross satisfaction with Duterte fell by eight points from 75 percent, gross undecided fell by one point from 12 percent, and gross dissatisfaction rose by two points from 13 percent.

“This gives a net satisfaction rating of +52 (percent satisfied minus percent dissatisfied), classified by SWS as very good,” SWS said in its report published on October 29, 2021.

It added that this is 10 points below the very good +62 in June 2021 and the lowest since the good +45 in June 2018.

It also said that the 10-point decline in Duterte’s net satisfaction rating from June 2021 to September 2021 was due to decreases in all areas except in Mindanao.

Duterte’s net satisfaction rating fell from very good to good in Metro Manila, down by 15 points from +63 to +48.

It fell from very good to good in Balance Luzon, down by 14 points from +58 to +44 and it fell from very good to good in the Visayas, down by nine points from +53 to +44.

It, however, stayed excellent in Mindanao, hardly moving from +79 to +76.

As to urban net satisfaction, the SWS said the rating fell from very good to good, down by 16 points from +65 to +49, while the rural net satisfaction stayed very good, although down by six points from +61 to +55.

The survey results also showed that Duterte’s rating stayed very good among men, although down by 12 points from +65 to +53, as well as among women, although down by nine points from +60 to +51.

SWS said its third quarter survey used face-to-face interviews of 1,200 adults (18 years old and above) nationwide: 300 each in Metro Manila, Balance Luzon, the Visayas, and Mindanao.

The sampling error margins are ±3 percent for national percentages and ±6 percent for Metro Manila, Balance Luzon, the Visayas, and Mindanao.

The area estimates were weighted by the Philippine Statistics Authority medium-population projections for 2021 to obtain the national estimates, and the survey items reported were non-commissioned.

“They were done on SWS’s own initiative and released as a public service,” it said in a statement.
