Pasadena, California Mar 30, 2025  – As President Trump gears up to launch the External Revenue Service (ERS) on April 2, 2025, designated “Liberation Day,” author and economic strategist John Gardner is clarifying that he originated the ERS concept and name in his book, Manufacture Local, which was published in July 2024.

Gardner’s book details the fundamental principles of the External Revenue Service, a system designed to raise government revenue through tariffs instead of income taxes. On page 5, he notes: “The external revenue system that our founding fathers created has been abandoned and the Internal Revenue Service empowered.”

Gardner’s work has garnered positive reviews from Kirkus and BookLife, both of which confirm its July 2024 release date.

The ERS concept gained national prominence when Gardner appeared on Steve Bannon’s WarRoom on January 11, 2025. During the segment, Gardner spoke about the External Revenue Service, leading Bannon to comment: “The External Revenue Service, people, let’s think about that this weekend.” Subsequently, on January 14, 2025, Gardner returned to WarRoom to discuss President Trump’s Truth Social announcement regarding the ERS’s creation.

The impact of Gardner’s work further unfolded when, on January 17, 2025, The Wall Street Journal reported: “Former Trump White House chief strategist Steve Bannon and pro-tariff author John Gardner conceived the idea of the ‘External Revenue Service’ and then presented it to a Trump aide, according to a source familiar with the situation.”

On March 4, 2025, Gardner was again a guest on WarRoom, where Bannon underscored Gardner’s historical importance, stating: “You will be remembered in history, sir, trust me.”

Despite these documented contributions, Gardner was surprised when Commerce Secretary Howard Lutnick claimed on March 20, 2025, that he had named the ERS, stating on a podcast: “The External Revenue Service, which I named, as you know. The funny thing is, I came up with the name. I posted a Truth and sent it to DJT. This is my big idea, because it’s the External Revenue Service.”

With the ERS officially launching on April 2, 2025, Gardner is highlighting his long-standing role in developing the concept. His book Manufacture Local provides the earliest documented details of the ERS concept and its purpose.
